Will Govt. concede full autonomy to provinces, averting irreparable loss to Pakistan?

Age-old saying goes that when one finds losing all, its better to share out and still retain a part of it---will the hegemonic Punjab heed to the call from the provinces, especially from Balochistan to minimize its loss and avert peril to the federation itself? The time is running out, the gravity of the situation cannot be shirked away simply by most audaciously and callously declaring that there is no threat to the integrity of Pakistan.
Punjab dominated media had earlier in the case of former East Pakistan criminally misguided the people of then West Pakistan, who on one dreadful morning felt like falling free from the sky to find their beloved country ripped apart all of a sudden. The media more or less playing the same role by blacking out the grievances of the struggling people of Balochistan and propagating the official version, as desired by their masters, the ruling elites and Punjab establishments.
The youths in Balochistan currently could be classified into two groups—one demanding the full autonomy to the provinces, while the others openly insist on nothing short of independence arguing that it is now too late for the autonomy. Thousands have sacrificed their lives in repeated military operations since the inception of Pakistan. These youths fighting for independence argued that they have for decades been trying to get along with the mainstream, tried almost all the national political parties, but the throttling grips of the Punjab establishments never for a moment loosened. The namesake governors and chief ministers if ever from Balochistan, real powers were never transferred, while the province kept groaning under the heavy wheels of Punjab juggernauts.
The situations in Balochistan and Sindh in fact worsened since the Ayubian days, who masterminded mass-scale transfer of population from the upper north to these provinces, which with the passage of time grew in sizeable number, giving a leverage to the establishment for years of divide and rule and now throwing away all of their facades they have come out openly demanding a separate province comprising of Pashtoon dominated areas of Balochistan. Those arguing that these migrations were for economic reasons do not seem tenable as none went to Faisalabad, Gujranawala, Sialkot, Sheikhupura and many other large industrial estates, while the latest developments in both these provinces have amply proved that it was all politically motivated, well articulated for consolidating the subjugations.
Pakistan capital was shifted from Karachi, which once was a thriving hub of trade, industry, shipping, ship building and ship dismantling ruined deliberately with the passage of time by applying the same set of laws discriminately, giving rise to an industrial boom in Punjab besides different mafias trading in transport, tankers, drugs, gun running and land grabbing etc were nurtured and nourished by the establishment through the alien police force mostly headed by non-Sindhis, who patronized these elements so much so that they have virtually established a state within state, no-go areas in different pockets of the city, where of late Taliban from the north have found out a new safe haven for themselves, who for reasons up in the north often suddenly burst into violence and let loose a reign of terror, mayhem and carnage.
While the religious parties in cahoots with the establishment keep denying any Taliban factor cropping up in Karachi, despite the fact that scores of industrialists and businessmen, which included the famous case of Satish Anand a known film producer and only the other day one girl, 5 from Gulshan-e-Iqbal were recovered from Fata and Swat respectively on payments of heavy ransoms, while many fearing their lives would not disclose their ordeals in abduction and flew out from the country after payments of fabulous ransoms being utilized by Taliban for financing their ‘jehad.’
The hoax of judiciary movement and currently Nizam-e-Adl are nothing but cunningly devised plots to divert the attention of the people from the real issues of the rights of nationalities and self-governance. Had the judiciary movement any iota of truth of what it believed us to stand for, on restoration it should have on priority taken up the Balochistan case, especially when its chief rose to the pinnacle of glory by virtue of Balochistan domicile, instead the judiciary preferred to shower plethora of relief to Sharif brothers, Yusuf Raza Gilani, Makhdoom Javed Hashmi and many other ruling elites, while the Swat lashed girl case after initial hearing thus far never came up on the roster.
Now those claiming Taliban’s Nizam-e-Adl seeks instant justice owe an explanation as to how this dispensing of justice has so far remained confined to forcing the women homebound and lashing them on violation, no matter whatever be the emergency, while for the child-abuse, which is so rampant in the north, especially in the madrassahs and moulvis, none has so far been caught and lashed.
To cut the story short, the people seem to be no more willing to buy all these divisionary and diversionary tactics, the time is short and the choice is limited—better hurry to either accede to the demand of full autonomy to the provinces or face the doom.

What Pakistan needs is total unity of the Islamic Republic of Pakistan, not autonomy for provinces, as it is the road to disintegration, to deviate from the one state. Islam is a binding force and strength is gained by adherence to Al Islam, the one spouting autonomy will then set the wheels in motion to separate into linguistic provinces and the west will be ready to divide and conquer.

Pakistan current elected government of PPP and members of parliament and all other political party leaders of PPP, PML (N&Q), MQM, ANP, JUI, JI, and TIP must think to unite all Pakistanis instead of divide them for their political interest. I would suggest, if all our political and religious leaders think to redesign Pakistan's current provinces into four to six more provinces, I guaranteed it, this would be a lot better in making Pakistan more stronger military wise and more manageable provincial government level. This is how I want Pakistan four provinces into 10 provinces:- Punjab into two provinces, Lahore and Multan capital, Sindh into two provinces, Karachi and Larkana capital, Balochistan into three provinces, Quetta, Ziarat, Gawader capital, NWFP into two provinces, Peshawar and Mardan capital, Azad Kashmir Pakistan's 10 province and Muzafarabad capital. Why I want Azad Kahsmir Pakistan's 10th province because after 60 years, nor India nor Pakistan can win any war over Kashmir, so why wasting time, money and human lives over this disputed land, just move forward and let make Azad Kashmir Pakistan's 10th province, is it makes sense?

The simple answer is no. The brief reason is that our policies are never independent. Those external forces, who manipulate our policies never want to see a peaceful and prosperous Pakistan. That is the reason instead of all the announcements since 1973 no provincial autonomy has been given to provinces.

Provincial Autonomy is very important and burning issue. The main purpose is to give equal right to all Pakistanis because in the past some areas remained neglected and left behind due to some political reasons. There are five solutions to this issue.
Establish National Government: If a national government is established and equal participation is given to all the four provinces it can be a positive step toward the solution of this issue. Punjab is a big province and it seems like Punjab has a political edge over all other 3 provinces and it has a superior complex and all the other three provinces are feeling inferiority complex. If we divide Punjab into two provinces, then approximately five equal provinces will exist and no big brother then. Make a natural division and solve the Issue: - Divide Punjab into 2 provinces one Saraiki and one Punjabi province. Divide Frontier into two provinces into Pushtoon and non-Pushtoon Area. Divide Balochistan into three provinces Balochi, Saraiki and Pushtoon--divide Sindh into two provinces Sindhi speaking and Urdu speaking areas. Give Provincial Autonomy as per 1973 constitution. The divisions can be converted into the provinces to solve the issue on management basis.
A Referendum should be arranged to get a decision from all the peoples of Pakistan. Meantime, it is the duty of the thinkers of the nation to write and guide and to discuss and found the best solution of this issue.

Why don't we try to understand this point that Pakistan is a body, which has 4 provinces as parts of body, and all the parts are severely sick, as all the provinces (parts of the body) got cancer due to the negligence of politicians. If we want healthy Pakistan we have to treat its all parts of body. We need honest sincere and patriotic Specialist who can take out the routes of cancer from our body (Pakistan) without demanding any fees (looting, grabbing, commission, kickback) from patients (people of Pakistan). Let us try to find out that specialist, otherwise, we will die slowly. Don't consult present doctors (present politicians) they are all butchers, try to be united and find out some specialist for the treatment of our body. These present doctors team (president, pm and its ministers) are only interested for their air conditioned offices and their fees (commission and kick back), they are not interested to give you treatment.

Pakistan convulsed by growing Taliban insurgency, hamstrung by a ruinous economy and run by a fledgling govt. (hocus -pocus of parties of divergent and, often, conflicting views) that is paralyzed by infighting and indecision is being tested in its crucial war of existence. ZAB's strongarm tactics against Balochistan insurgency rankled the disenchantment and divisions between the province and the center. Subsequent military or civilian outfits of deranged and despotic establishments further fueled the fire. The largest federating unit with sparse population, with deep sense of deprivation and inflamed by rampant injustices in a dangerously low flash point scenario was subjected to recurring dozes of wayward and whimsical leadership - military or civilian - that tended to fan the fire and stir the embers. While employment rules for the under-developed people and places in other parts of the country were relaxed, Balochis claim they were denied and discriminated. The nature's bounty at Sui was set to power the kitchens and the wheels of the industries elsewhere, Quetta and its towns were at the bottom of the list of beneficiaries of their own bounty. The step-motherly treatment meted out to them fermented rebellion and revulsion. During BB's two tenures, Sindh, in particular, and Sarhad, to some extent, got fillip in getting windfall grab of jobs in the govt., semi-govt. or autonomous bodies.
The Bugtis, the Raisanis and the Murris were bestowed titular govt. jobs as Governors, Chief Ministers or Administrators and substantial funds were diverted through them to develop the province through laying comprehensive infra-structure of industries and network of communications; with no accountability process to judge its judicious usage. The two seditious and mutinous leaders, descendants of Bugti and Murri, have been vitiating the political environs of Balochistan through their vicious and vitriolic outpourings against Pakistan from their safe havens abroad. And not without reason, India had successfully dismantled East Pakistan by conscripting the agitated Bengali youth, brainwashed by false sentiments of nationalism (Mukti Bahini) and creating another predatory BLA to create pandemonium and perdition. India, according to CIA, has instituted huge consulates within the striking distance of Balochistan. The porous borders between Afghanistan and Balochistan provide a conduit for transfer of arms, funds and info to the sadistic agents who have only one primary mission to cause maximum damage and destruction to projects of strategic interest. All those power pylons, all those gas pipelines, all the innocent blood they have spilled in the name of voicing their dissent and denouncement have been pure and simple, entrapment of self-destruct.
Madcap Mush, by surrendering the country's sovereignty to foreign powers, had forfeited an ideal advantage of safe western borders, with friendly Afghan govt., that eased demands on cumbersome and costly deployments and facilitate our military to engage our real enemy in the eastern flank. A congenial and cooperative Taliban govt. that effectively eradicated the nuisance of drugs and narcotics in Afghanistan and its spill-over in our borders, gave us breathing time to focus on more pressing endeavors of economic betterment for the common man. The economic gains of the decades required its consolidation and canalization of its gains to bolster other profitable enterprises. But it was not to be. The enemy exploited the wickedness and weaknesses of our leaders and held the nation in a vise designed to stagnate Pakistan in a state of limbo forever; to weaken in its centripetal powerhouse to let its centrifugal forces fray the country's integrity.
The devolution of funds and assets together with its authority and administration to govern it in best public interest through elected reps - discussed and debated at all national forums to hone an honest strategy focused on achieving all objectives in a given timeframe and with least wastage ought to be the prime objective of granting the autonomy to the federating units. The recent episode of public power to right the wrongs of the incumbent govt. is fraught with existentialism dangers. Talibans taking up arms against the govt. and the army poses exponential damnation. It is Al-Qaida-Taliban combine, which has browbeaten the best armies and their destructive armament into dread and docility. Should Pak army repeat the mistake of killing and maiming their own countrymen they did in East Pakistan and their abject surrender to their sworn enemy - an indelible blot on the scintillating Muslim history. The Mustaqil Qaomi Musibat had to be controlled and chastised for their murder and plunder. Did we not have military action in Karachi to cut the mafia down to size and the incident of Maj Bilal held hostage by desperadoes? And finally, did we not accommodate them into mainstream nationalism for the sake of sobriety and sanity? Through the majesty of give-and-take, forgive and forget strategy, we have to overcome the Taliban menace.

The government can of course grant autonomy to provinces, but within the umbrella of Pakistan's constitution. Taliban and other Islamic forces have unleashed a decade of terror and destruction for the people of North West Frontier.
However, passing the Nizam-e-Adal in hurry was a serious mistake on the part of the government. A constitution of any country is a sacred document that clearly defines rights and responsibilities of the citizen. All government servants including the army take an oath to defend the constitution of Pakistan. A similar oath is taken in America and elsewhere in the civilized democratic world. The American constitution is sharia compliant as it aims to create a just and fair society by granting rights of life, liberty and pursuit of happiness. The purpose of Sharia and the Ten commandments is to provide a guideline for the creation of a fair and just society that does not violate divine human rights. It is the right of every man and women to live freely without interference from self-appointed morality or religious enforcers who have taken it upon themselves to dispense justice on behalf of God and the police.
Taliban by challenging the constitution of Pakistan and the writ of law enforcement agencies have by default become the enemies of Pakistan and must be dealt with like other enemy. The government of Pakistan must repeal Hadood laws, which were imposed on Pakistan through a rigged referendum by a military dictatorship. The government must declare Pakistan a secular Muslim state and merge all Shariat courts into the regular court system. This bold step can be taken by Mr. Zardari and PPP calling on the support of all other political parties. The current mad stance of the Taliban even with respect to their natural supporters the Jamat-e-Islami is good news. MQM, PML and ANP will all support Zardari, if he were to take this bold step. At the same time they should pass a resolution declaring Taliban as non-Muslim, repealing Hadood ordinance and Nizam-e-Adal.
People living in NWFP are not blessed by an agricultural economy. People of Swat used to earn their livelihood through tourism. In the choking environment created by the Taliban all living things will suffocate and die. All laughter and happiness leaves wherever these children of devil set their foot. Taliban must be defeated and the constitution preserved with one rule of law for all Pakistanis. This rule of law must ensure that no one is above the law.

Pakistan should nurture autonomy by encouraging Sindhiat, Punjabiat, Balochiat, Pakhtooniat -- if the country doesn't want to fracture itself into four more pieces -- as it happened in the past, when it crushed the Bengaliat 35 years ago -- or as it's happening now the way in Kashmir -- the passive-aggressive Indians are trying to crush Kashmiriat with a racist, casteist communally biased ill disciplined illiterate Indian army -- officered by an undereducated vengeful over centralized crypto-Hindutva bureaucracy.
All these "iats" do not want independence -- only self-expression through full internal autonomy -- but if you suppress them with brute force or crush them by bludgeoning them into submission -- they will explode either into a volcano created island called Bangladesh -- or in a 60 years old fratricidal war of attrition by militancy -- fought by the Mother of all militant counter-insurgencies -- as a permanently bleeding chronic ulcer – that stares into the eyes of the world -- as an ugly blot on the face of an otherwise inclusive multicultural democratic India.
So Pakistan should learn from its own blunders of losing half of its prime real estate -- and from the Indian criminally insane double standard – one for all the other Indian states and another for the Indian held Kashmir.
Now that there is no army dictatorship, civilian Pakistan must withdraw its army from Balochistan -- (something that the Indians should have done decades ago in Kashmir).
Coming out from yet another left-out state -- Zardari -- should be extra sensitive to the needs of Baloch -- he should make every effort to mend fences with the rebels – and spend a lot of overdue federal development money in infrastructure, education, health care and industry -- at the same time giving Baloshistan full internal autonomy -- of whatever the people of Balochistan want to do with their Baloch identity -- Zardari government must help them fulfill their Baloch aspirations -- instead of criminal acts like killing Bugti (whose blood still sticks on Musharraf's hands), or putting Mengal in an animal cage -- or kidnapping the Baloch leaders and throwing their corpses on the street.
Folks -- don’t let Pakistan be kidnapped, killed broken and thrown into thousand pieces, on the streets of a dead Pakistan either -- by the feudal warlords -- or by the BLA -- or by the Mullah -- or by the army. Break the back of creeping creepy Talibanization by giving full internal autonomy to all four provinces of Pakistan including FATA -- turning the hapless country into a civilized secular democratic rule of law Federal Pakistan.

The only way to save and strengthen Pakistan is giving full autonomy to provinces in order to make each province to feel the responsibility of increasing its revenues and to make budgets without looking for help of the centre. It will also remove all the grievances of the smaller provinces, which will end the hatred of the smaller provinces against the bigger province. It will strengthen Pakistan and not weaken it. But those who are drawing lion share in the divisible pool will certainly oppose the autonomy, as they see it an end to their exploitation of the smaller provinces.

Autonomy of provinces is the real remedy of all ills of Pakistan. Provincial governments having complete say in their affairs will solve many issues of Pakistan, especially terrorism. Second it will attract competition among the provinces to grow and develop. Talibanisation can be curtailed effectively and the so-called personal and traditional Islamic slogans will cease to exist.
Who is going to accept Sufi's Islamic slogan where he claims that no governments on earth have Islamic system including Saudi Arabia. I think it is best solution and approach for Sufi who must proceed immediately to Makkah and Madina and correct the Islam there first. Pakistan government must immediately take the opportunity to ship Sufi and his followers to Makkah to mend all ills of Islam as what Sufi wants and at the same time get rid of this century menace peacefully.

The prelude of the chronicle is perceptible in the case of NWFP, I am for absolute democratic and autonomous provincial system of Government but unforeseeably it is not at all workable in the prevalent state of affairs. Although we all have been taught about federative units / strong federation right from middle school level, yet it still requires substantial enlightenment / awareness prior to concede full implementation!

From the very outset, the existence of Pakistan was always threatened in the eyes of its enemies, few of which consists of neighboring countries of Pakistan backed by big powers, on some pretext or the other. Specially after the debacle of a Super Power like Russia by the hand of Pakistani Military, Pakistan is seen as a focal point of emerging as a very strong military power having a very high moral backed by a very strong intelligent agency ISI like CIA, which cannot be tolerated by its neighbors and big powers, specially when its tone and temper is Islamic.
So all the attempts and efforts are going on how to destroy the country or at least to make it so much weak that it may not stand up on its own foot independently to face or challenge any other country. When the war in Iraq and Afghanistan can destroy and threaten the world economy, including U.S.,U.K and all European countries, we can imagine the effect of war on terror, which Pakistan military fighting can affect Pakistan's economy and then if Pakistan is divided into several autonomous provinces like Punjab, Sindh, Blochistan it will serve the purpose of those powers who are bent upon seeing a strong Pakistan a spent up force.

As long as Pakistan has only four provinces, a full autonomy to these four provinces, if given by Government will be a big mistake, and Pakistan will break-up. Pakistan already lost East Pakistan, back in 1971. Yes, if Pakistan government, parliament, national assembly elected members and political/religious leaders sit down and re-map Pakistan current four provinces make a total provinces 10 including Azad Kashmir Pakistan 10th province, it would be better if a full autonomy given to these 10 provinces after re-map Pakistan four provinces.

The immediate question is the survival of Pakistan. We have been put in a very difficult situation so that our enemies can have an ultimate goal to take away our nuclear assets. They are supplying advanced arms and lots of money to the terrorists. Terrorists find it blessing against hunger and starvation. With due respect to the truly sincere and selfless leaders and workers of the Pakistan movement without whose unprecedented sacrifices our beloved Pakistan would have never come into existence, I firmly believe that, total autonomy to the provinces, in an already truncated country with Pakistan’s back history, may only cause a more earlier demise of the federation than predicted by many. It should have been made a part of the constitution that, though federation maintaining the status of an Islamic Republic with equal rights of religion, opportunity and justice to all the people of Pakistan, neither whole of Pakistan nor part of it would ever be ruled by any religious clergies, factions or belief. Because we have seen in Afghanistan that what happens when the Mullahs or religious fanatics rule any place, province or the whole of country? It should never ever happen in Pakistan. From so many religious factions and militant groups of Mullahs being at daggers drawn with each others and labeling each others’ groups as " Kafirs" it will be suicidal ever to let the country be ruled by any of these hateful beasts, who if given full power may eliminate all the rest except them as being the only so-called righteous and the best deserving for Jinnah?
It was a great blunder not to change the names of the provinces like Punjab, Sindh and Balochistan, as soon as possible by the then Governments, because the very names of the provinces giving the notion that, Punjab is for Punjabis, Sindh for Sindhis and Balochistan for Balochis, and as such making it easy for the hate campaigner and for the enemies of Pakistan to ignite the flames of ethnic and linguistic division and hatred. These names were maintained by the British rulers as befitting to their strategy of divide and rule but are in blatant negation of the very ideology of united Pakistan and also of Islam because any citizen of Pakistan could live and settle anywhere in the country as a proud citizen of Pakistani without any fear of discrimination on the basis of his/her family language or ethnicity. Keeping these British time name alive by the most obedient servants and faithful of their old masters, ruling the country, establishment and bureaucracy of Pakistan, was like adding fuel to the fire of division and confrontation.
Unfortunately, immediate after its existence the control of the ill-fated country fallen under the hands and influence of anti-people feudal lords, Waderas, Sardars, self-seeking anti-people traitors, corrupts and criminals starting from Ghulam Mohammad the master conspirators who hijacked the then top most powerful position of the Governor General of Pakistan. Since then most of the military and civilian dictators following their founder Guru of cheat, conspiracy, corruption and treachery i.e. late Ghulam Mohammad, and following his most abhor-able and evil pattern of governance with full connivance of the most corrupt influential groups of the establishment have been only adding to the injury of the nation and shortening the fall of the country. The corrupts, criminals and marauders of the nation from private sectors, including the drug mafia and the religious and ethnic terrorists, been either created by the above military and civilian dictators or been strengthened and patronized by them to weaken and break the popular political parties and hence, perpetuate their criminal reigns of terror, oppression and corruption, which is still continuing.
Instead of provoking so sensitive issue of autonomy at this crucial stage, which may prove highly detrimental to the very unity and sovereignty of Pakistan, this should be done after changing the names of the provinces and reorganizing the pattern of present provincial setup. Before that, FIR must be recorded against the living rulers and dictators being responsible for breaking the constitution of the country, promoting the culture of terrorism, suicide bombings and attacks from north to west of the country. More especially those responsible for the brutal attacks and murders of the peaceful lawyers, political and human rights activists of May 12 so heinously perpetrated at Karachi and also of the Baloch leaders in Balochistan.

As agreed by all political parties 1973 Constitution should be put into practice, religiously. Although the constitution of ex-Soviet Union gives right of its federation/provinces to be separated whenever they wish to do, but no one dared to do so. But in our case every one of us wanted to grind his own axe. This is because of our ex- army rulers, who created various sects in the society for their own benefits. We must solve the just issues of our provinces and put bandages on their injuries.
On the other hand, we must keep an eye on all sectarian clergymen. Moreover, it has been proved now that only religion cannot be the binding force. We should inculcate peace, harmony and tolerance in the society and ban all religious parties in the country, if wanted to see a united Pakistan.

Giving full autonomy to existing provinces is not the solution. We need to make one nation by encouraging people to mix/mingle with other culture (relocation, intermarriage etc), and eventually adopt best traits/common values from all the culture so that we achieve one Pakistani culture and values.
This cannot be achieved in short-term. In the smaller provinces people are exploited for their miseries by portraying that federal government is the cause of all the misery. Immediate solution to the problem is that we dissolve the provinces and recreate district level administration so that justice is reached at the grass root level where as law defined by federal government.
As we have seen in Swat and other areas people want Islamic laws to be implemented in the country best political solution would be to implement Islamic laws in Pakistan in such a way that whoever want Islamic justice system for themselves can get the option of Islamic punishment for themselves as his/her interpretation of Islam. In many countries this has been working e.g. in Canada people who want to follow their religious law are entitled get justice by their own religious law, if they choose so, however majority of Muslims have denounced imposition of Islamic law option by the government where as other religious communities excepted the choice. Greater autonomy at district level but strong confederation one nation one culture and common values is the solution of the problem.

I am very much disappointed about Pakistan future. Actually, we all are. However, we say that no one can break us, but the process of breaking is not only started, but also showing sure results. You know why this all is happening just because of lack of leadership. Just tell me how much of our countrymen vote for their beloved country. It is just 4 to 5 percent may be I am telling you much than there are. Have you ever seen any of our elected leaders take some solid and practical steps according to the wishes of people of Pakistan? Never ever, they all speak the language of pressure. You know why this pressure is on them because they get heavy money orders from their parents (so- called the well wishers of Pakistan, my foot), not for the nation, but only on the name of nations and blame comes on whole of us. I say why not we standup all and make strong decisions in favour of our country by selecting right ones. I believe no one can harm us even a little bit. We have to just catch Mr. Jafar and Mr. Sadiq from us. Believe me this will work. Please always favour the true Pakistanis not the so-called well wisher of Pakistanis.

Current situation gives ample proof of the fact that the Quaid’s foresight was impeccable. We still maintain our National Emblem based upon the motto conceived and given to us by our Quaid, which is “Unity, Faith and Discipline” but from the day-one, we have connived to rubbish it. Title of this discussion is a further proof of our indifference to the able guidance given by our Quaid. It completely negates Quaid’s wisdom and clearly appears to side with the dividing forces. What we need today more than anything is, a complete Unity of purpose to fight forces which are using our dwindling disarrayed Faith as a tool to shatter our Discipline in almost every walk of life, so as to achieve their ulterior motives in perpetuating turmoil. Today, we have lost our national motto in every quarter excepting only to some extent in our gallant armed forces. We need to find positive and practical minds to deliberate upon our debilitating vices, find reasons of our continued slide into horrible oblivion and proffer solutions to get out of our grounding mess. We have already wasted enough time and resources and may not exist long to correct our wrongs. Irreparable damage to our motherland has been inflicted by those we made our leaders, refusing even to acknowledge wisdom in Quaid’s simple elementary guidelines to lay foundations of our nation for moving on a fast track to progress. What he stated was about finding and electing leaders who are: honest, maintain highest integrity, are incorruptible and can sacrifice personal interests in the cause of national welfare. We need to ponder if we are sincere in following the advice of our Quaid? Have we not elected leaders who cannot think beyond their own pockets? Are we not made beggars without even knowing what we need in alms? Today, I remember with high sense of remorse the day when the military dictator, Gen.Yahyah Khan working on God knows whose dictates, fragmented the Unity of the country painstakingly set on course by the first Constitutional Assembly of an undivided democratic Pakistan, by abrogating it and re-dividing Pakistan back into provinces, giving renaissance to the ferocious feudal hegemony in a parochial Pakistan. We lost all sincere, courageous and joint efforts of genuine national leaders who established the course to a viable future with the foresight of the Quaid as their guiding principle. It took them almost a decade of hard work during first years of our existence in establishing a long course to Unity. Today, after unwinding their efforts by going back into fragmentation and resulting parochial wars, we can well appreciate the loss of the first and foremost building block of a nation starting a journey on a fast track to development, i.e., Unity of purpose. We had killed our Unity right in its infancy just after 13 years of establishment and lost our direction since. We lost our Eastern arm due to frustration of those who gallantly fought for its creation. They are living a better life in spite of much less and very limited resources because they do not have any feudalistic parasites occupying and consuming their bodies. It is an appalling part of our history that, some countries impressed by our development plans that gave us over 23 % annual growth rate during our initial years of existence, borrowed our 5-Years Development Plan model and used it after adaptation. As a result, they have achieved exemplary heights in progress, while we are deliberately dragging our selves back into the oblivious stone-age by rejecting our way to progress. It would be remembered that, the then Prime Minister of Pakistan while announcing the Unity, had categorically stated that, the fruits of Unity would start appearing after 40 years of Unity, when all ills of the divide-and-rule would disappear. It is not difficult to imagine, that, we have just completed 40 years, not of Unity but of Yahyah’s shattering of our Unity and any efforts started today for going back to Unity, would need another period of 40 years for Unity-Tree to mature, if not truncated by any anti-Unity selfish feudal or dictator’s hands. This task today, is much more difficult than ever. Some horrible historic mistakes have no recourse to salvage. About the Provincial autonomy issue, we shall have to find the most practical way to adopt. Only logical method for achieving such targets is in making the feudal-lords irrelevant and unable to play their dirty selfish games because, they will never allow transfer of benefits of autonomy to the people at any cost. They are the ones responsible for shattering the Unity to make “Divide and Rule” work for their personal glories at the cost of their divide-weakened hapless “subjects”. We must start and re-visit our lost Unity efforts and find places of our faults and resulting damages. It would be seen that, we still need a single tier Government having no parochial divides. We can easily achieve it by removing highly expensive and senseless multi-tiers of governance having duplicating functions over-stepping each other’s toes and being counter-productive. We can achieve this simply by delegating their powers to the Divisional Administration with enough judicial powers up to well conceived practical limits. This would provide much quicker and practical approach of masses to social justice under a system working at grass-root levels having no control of the local heavy weight feudal lords.

During the last 61 years we have had nothing but very selfish self centered politicians. Hence the governance in all the provinces was not satisfactory. The core issues and problems have never been addressed. In all provinces the general public was waiting very patiently that one day some will resolve their problems. The problems relate to relief from poverty and improvement in people's standard of living. Instead what we have seen is a steady decline in the provision of health service and educational institutions. There has been an appalling decline in the all these areas and this has been compounded by lack of development ie electricity and water shortages and severe food shortage.Final straw has been the imposition of this false democracy. So far this democracy has been a lot of hot air and a sort of window dressing. The first and foremost duty of the elected house was to address the very serious issues facing the deprived provinces of Pakistan. It is shameful that if Balochistan and NWFP has been neglected then there should have been a full inquiry to establish the nature and also the reasons why these provinces were neglected for so long. Apologize where an apology is required and rectify the in equalities. What are we waiting for? No wonder the provinces are asking for autonomy and self rule. Can we blame them? The federal government's behavior has been deplorable so far. It seems that they have no agenda and no will except to oppose anything and everything in order to assert there non existence policies. Saying NO NO to everything is very good.It costs nothing and if people really want something then they can go on a long march and make themselves heard.Development policies cost nothing and show a sense of direction to the nation. But we have had nothing but deterioration and decay and there is nothing that the general public can look forward to. No wonder there is so much despondency around. If it was not for Islam an ordinary well off person would not be safe in his bed. But now Islam is being used for evil purposes by some misguided people.The fault for everything lies with the government of Pakistan. For they are the ones to push people into such despair that they are preferring to blow themselves up. We need a sense of direction and a sense of hope. Stop petty politics and address the real issues facing this nation. If they can be achieved by autonomy the so be it.
